State plans Madani-themed affordable homes in 2026 budget

KUALA LUMPUR, Sept 12 — The state government is planning to introduce Madani-themed affordable housing projects that feature facilities like mosques, schools and preschools in the 2026 Selangor State Budget.

State executive councillor for housing and culture Datuk Borhan Aman Shah said there is a pressing need for more affordable housing in Selangor, as its population has surpassed 7.2 million.

“Prime Minister Datuk Seri Anwar Ibrahim’s proposal for Madani homes must be supported,” he said when met at the 2026 Selangor State Budget engagement session at the Sime Darby Convention Centre here yesterday.

Borhan said Selangor’s strong financial resources and housing policies can be reinvested as assets to build subsidised housing under the Madani concept.

He added that priority for new affordable housing projects could be given to suburban areas including Kuala Langat, Sepang and Kuala Selangor.

“Since affordable homes are sold at lower prices, we will focus on the outskirts as land costs in the city remain relatively high. Places like Kuala Langat, Sepang and Kuala Selangor are located in the outskirts, but their strategic locations can attract buyers.”

Borhan said Anwar’s call to provide affordable housing in line with Madani policy standards must be heeded by state governments, especially Selangor’s, for the benefit of the lower-income group.

“This is as most of the state’s housing policies are based on the pocket land concept (small, scattered plots of land), which gives local authorities the power to propose housing projects to developers, but it comes with many constraints that delay other developments,” Borhan explained.

Previously, Anwar ordered that large-scale public housing projects comply with the Madani framework, including by providing essential facilities for the people.

He said requirements include primary and secondary schools or vertical schools equipped with lifts, as well as preschools and security and healthcare facilities.

Anwar said housing projects with 3,500 or more units cannot proceed if they don’t meet these requirements.
