SHAH ALAM, April 22 — There are 662 housing schemes with 117,746 units across Selangor without strata titles, said state executive councillor for housing and culture Datuk Borhan Aman Shah.
He added that the Selangor Housing and Property Board (LPHS) is identifying affected projects, especially among low- and medium-cost housing.
“In cases where developers are defunct, untraceable or failed to fulfil their responsibilities, the state government, through the Commissioner of Buildings (COB) as the coordinator or facilitator, will allow unit owners to take over the developer’s role through a mechanism allocated under the Strata Titles Act 1985 and Strata Management Act 2013.
“In the absence of a Joint Management Body (JMB), the COB may coordinate a pro tem management committee to represent owners in managing documentation and submitting strata title applications to the land office,” he added.
Borhan was responding to Seri Kembangan assemblyman Wong Siew Ki’s query about the number of apartments facing strata title issues, during the oral question-and-answer session at the Selangor State Legislative Assembly sitting here today.
He also said LPHS would hold a special workshop with people’s representatives and local authorities to expand public awareness on the function and execution of the Selangor Strata Fund (DSS).
“DSS could be used to bear related costs like preparing strata blueprints, land survey payments, and professional fees to ensure applications proceed even without developers’ involvement,” Borhan explained.
DSS is a RM10 million state government initiative launched on May 30 last year to expedite strata title solutions, especially for older housing schemes.
The fund, managed by LPHS, is targeted at more than 130,000 problematic units, and covers technical costs like survey blueprints and legal fees.
