PUTRAJAYA, March 21 — The Malaysian Fire and Rescue Department (JBPM) has frozen the leave of 70 per cent of its staff, or 11,500 personnel, to ensure maximum emergency preparedness during the Hari Raya Aidilfitri festive season.
