SHAH ALAM, Aug 4 — The Selangor government has launched a new system to reform the way the state’s policies are implemented and to coordinate all the Federal government’s plans.
Dubbed the ‘Reformed Delivery and Governance System for Selangor’ (Reformasi Sistem Penyampaian dan Tadbir Urus Negeri Selangor, or RSTU), the system was launched by Menteri Besar Dato’ Seri Amirudin Shari at Auditorium Dewan Jubli Perak here, today.
Importantly, it highlights five main objectives to reform the delivery of state policies and ensure a more efficient and impactful governance.

Eight focus areas or strategies have also been laid out:
To reform the system of governance and its integrity
To reform the government’s delivery systems
To abolish the silo culture in state organisations
To reform the system to lodge complaints
To create a resourceful population
To empower the people
To improve on ways to assess the success of state programmes, and
To conduct appraisals based on results.
“Through these strategies, we will not just be able to deliver faster results but also ensure that the rules of governance are abided by,” said Amirudin.
“We also intend to focus on ensuring speed and effectiveness when it comes to our government bodies and officers,” he added.
The Menteri Besar, who was speaking to thousands of officers from the various state departments, reminded them that the new reforms would not be made in haste but would be carried out in stages to instil awareness and clarity among all involved.
He also reassured that the reforms will not alter the country’s fundamental principles of Islam as the official religion of the state, Bumiputera rights, and Bahasa Melayu as the national language.
This, Amirudin said, is important to avoid disharmony and create instability for the country.
Meanwhile, Selangor state secretary Dato’ Dr Ahmad Fadzli Ahmad Tajuddin said this initiative has been drawn up specifically to meet Selangor’s needs.
“It is a manifestation of the state government’s commitment towards the Reform Agenda for Public Service (Agenda Reformasi Perkhidmatan Awam or Arpa) that is championed by the Kuala Lumpur Declaration for Public Service (Deklarasi Kuala Lumpur — Tekad Bersama Perkhidmatan Awam Malaysia) that was rolled out last November.
“RSTU is not just a new action plan, it is going to be the sole driver of all the state’s policies, and will also serve to integrate all policies from the Federal side,” Ahmad Fadzli said.
The event also saw the launch of the ‘Fly the Jalil Gemilang’ campaign, which was attended by more than 1,000 state government officers.
Amirudin said the Selangor-level 68th National Day celebration will be held on August 30, with a special address to be delivered on August 29.
He said the address will present several of the government’s plans, including the First Selangor Plan (RS-1) and the Selangor Smart State initiatives.
