Strict enforcement of Act 852 key to tackling teen vaping — Deputy minister

KUALA LUMPUR, July 1 — The Health Ministry (MOH) has made strict enforcement and education its top priorities in tackling the rise in vape use, especially among teenagers, said Deputy Health Minister Datuk Lukanisman Awang Sauni.

It remains committed to enforcing the Control of Smoking Products for Public Health Act 2024 (Act 852), which was enacted to strictly regulate the sale of products to individuals under 18.

“There has been some pressure from industry players to ease regulations, such as on product displays and the closure of cigarette and vape shelves during inspections with the Health Minister.

“However, the Federal government stands firm on Act 852 to ensure tight control, particularly over sales to those under 18,” he said during a press conference after officiating the 2025 Harm Reduction Roundtable Conference today.

Lukanisman added that the MOH is currently focusing on enforcement against offences related to sales and advertising, alongside educating both consumers and traders.

Awareness and intervention programmes will continue to be implemented in schools, higher learning institutions and communities to address nicotine addiction among the younger generation.

The ministry recently held a meeting with state executive councillors, chaired by Health Minister Datuk Seri Dr Dzulkefy Ahmad.

“At the meeting, Kedah and Terengganu expressed their intention to ban the sale of vape products or to withhold licences for vape sales at certain premises.

“As stated by the Minister previously, we remain open to considering a full ban on vape sales, provided there is scientific evidence and public support to back such a move,” he said.

Lukanisman said that, as announced by Prime Minister Datuk Seri Anwar Ibrahim in Parliament, tax revenue from vape sales will be channelled back into the healthcare sector.
