KDEBWM admits traffic summonses mistake, vows prompt action

SHAH ALAM, June 25 — State-owned subsidiary KDEB Waste Management (KDEBWM) has acknowledged the communication shortcomings with some of its subcontractors over traffic summonses, which have led to outstanding dues with the Road Transport Department (JPJ).

Its Media and Public Relations Department said that the majority of KDEBWM’s vehicles are operated by officially appointed and legally contracted subcontractors.

"According to the terms of these contracts, each subcontractor is responsible for any summonses issued to vehicles or drivers under their management.

"However, the shortcomings in communication have led to delays in the notification of summonses reaching us within the stipulated timeframe," it said in a statement tonight.

As the nation's largest solid waste management and public cleansing operator, KDEBWM said that it operates over 1,500 vehicles, including compactor lorries and Roll-on Roll-off (RoRo) trucks, across Selangor.

"These operations are carried out daily without interruption, including on weekends and public holidays, to maintain the highest standards of cleanliness and service for the public.

"Given the large scale of these operations, any statistics related to the number of summonses must be considered holistically. For example, two summonses issued to a single lorry per day could result in nearly 3,000 summonses in a month and over 9,000 in three months, especially when involving hundreds of active vehicles operating daily," it said.

KDEBWM noted that per JPJ's procedures, if a summons is not settled within three months, a notice will be issued to the registered owner, followed by an additional two months to settle the matter.

"Upon receiving the official notification, KDEBWM promptly initiated an internal review and has been settling the summonses in phases. As of today, a total of 13,000 summonses have been successfully resolved by our team.

"KDEBWM greatly values the role and responsibility of JPJ in ensuring road safety. We also affirm our full commitment to strengthening our internal monitoring system, streamlining communication with subcontractors, and ensuring consistent and principled compliance with road regulations," it said.

The company also believes that close cooperation between industry players and enforcement agencies is key to achieving more efficient, safe, and sustainable operations.

"KDEBWM will continue to enhance our existing systems and processes for the benefit of the people and the nation," it said.

Earlier today, Transport Minister Anthony Loke revealed that KDEBWM was at the top of a list of 28 commercial vehicle operators in Malaysia with a high number of outstanding traffic summonses.

He urged the companies to pay their fines promptly, giving them 14 days from today to settle their outstanding summonses at any state or branch JPJ office.

“Failure to do so will result in stricter enforcement actions, including immediate blacklisting of the vehicles. No discounts will be given — payment must be made according to the existing rates,” he said.
