SHAH ALAM, Apr 30 — Darul Ehsan Facilities Management Sdn Bhd (DEFM), a wholly-owned subsidiary of Menteri Besar Selangor (Incorporated) or MBI, has signed a memorandum of understanding (MOU) with Pendinginan Megajana Sdn Bhd to boost energy efficiency and promote infrastructure sustainability at facilities in Selangor.
This will be done via a district cooling system (DCS), a centralised cooling infrastructure that distributes chilled water to multiple buildings via an underground network of pipes.
Menteri Besar Dato’ Seri Amirudin Shari said the MOU is a continuous effort by state-linked companies and the government to drive the state’s development, particularly in Shah Alam, which is undergoing rejuvenation.
“There is an opportunity to use energy more efficiently and to implement projects in a more organised and centralised manner, with plans to further centralise these efforts.
“This is part of our ongoing efforts to save energy and ensure we use it more effectively,” he said during the MOU signing ceremony at the State Secretariat Building today.
Amirudin added that with major projects like the Shah Alam Sports Complex and Shah Alam Sentral (SA Sentral) being actively developed, there is a pressing need for more efficient and centralised energy use.
The partnership with Megajana, an energy and utility company, focuses on initiatives in smart buildings, net zero cities, and integrated infrastructure development.
The MOU aligns with the First Selangor Plan (RS-1), to meet Selangor’s current needs while promoting long-term environmental resilience through sustainable development.
The Menteri Besar said that the collaboration will also support net zero industry areas and cities by developing and promoting sustainable solutions.
“Areas like Sections 13 and 14 are becoming densely developed, and this partnership will help improve energy planning, enhance efficiency and reduce carbon emissions — aligning with climate change mitigation efforts.
“DEFM will actively expand such initiatives to new development areas,” he said.
With a shared vision, both parties will collaborate on DCS-related initiatives, actively exploring opportunities in Sustainability and Smart Buildings (SSB), Smart Integrated (SI), net zero industry areas or net zero cities, and broader infrastructure development.
Also present to witness the MoU were state executive councillor infrastructure and agriculture Dato’ Izham Hashim; state executive councillor for youth, sports, and entrepreneurship cum DEFM chairman Mohd Najwan Halimi, MBI group chief executive officer Dato’ Saipolyazan M. Yusop, Megajana senior general manager Mohd Hafiz Ibrahim, and DEFM corporate strategy and business development general manager Hafizuddin Kamarulzaman.
On his part, DEFM's chief executive officer Rusman Md Lizah said the MOU is a strategic step to combine strengths and align efforts with state and national initiatives towards energy efficiency and net-zero carbon emissions.
Meanwhile, Hafiz said the partnership is a cornerstone for both parties.
“This partnership is not just an MOU but rather a cornerstone for Megajana and DEFM to spearhead sustainable innovation and support the state’s green transition,” he said.
Under the agreement, the scope of SSB includes collaborative efforts to develop and implement innovative technologies and strategies that enhance energy efficiency and reduce carbon footprints.
