SHAH ALAM, April 23 — The Second Selangor Plan (RS-2) will centre diversity, equity and inclusion (DEI) framework to increase the participation of women in the workforce to 60 per cent, including in senior positions.
State executive councillor for human resources and poverty eradication V. Papparaidu said the framework, planned in collaboration with the private sector, contains programmes for women looking to reenter the workforce and plans to eradicate gender discrimination in the workplace.
“Through the RS-2, we will promote gender equity in the hiring of female workers, by increasing their participation rate from 53 per cent to 60 per cent. This plan also encourages digital entrepreneurship among housewives and rural women.
“This effort will create many more jobs but will also ensure better safety and well-being. We want Selangor youth and women not only to work, but to lead and contribute to the state’s development,” Papparaidu told Media Selangor.

Papparaidu said the RS-2 also centres youth in a more targeted manner, and highlights several fields including technical and vocational education and training, or TVET.
“The administration also emphasises the aspects of logistics, green technology, and digital economy that are being pursued with several institutions such as the Selangor Technical Development Centre and Universiti Selangor.
“Collaborations with industry players have also been formed to train and absorb youth into the workforce,” he added.
