SHAH ALAM, Feb 13 — The Shah Alam City Council (MBSA) has launched the Shah Alam Hawkers Master Plan (PIPE-SA) 2025-2030.

State executive councillor for youth, sports, and entrepreneurship Mohd Najwan Halimi said the book serves as a guide for MBSA in shaping a more organised and competitive hawker community in line with the modern technological era.

“PIPE-SA will serve as a planning guide for the socio-economic development of hawkers and will also be referenced as a policy statement for the development of business area infrastructure.

“Hawkers contribute to the state's economic sector, so it is crucial to have a clear guideline to ensure we can continue to support them from time to time,” he said.

Najwan was speaking at the 2025 Ramadan Bazaar Kits and Permits handover ceremony at the Shah Alam City Council Convention Centre in Section 13 yesterday.

The councillor is hopeful that other local authorities will follow MBSA’s example in developing a master plan for entrepreneurs within their respective jurisdictions.

“I understand that MBSA is the first local authority to introduce such a master plan, and I hope it will serve as a model for other local authorities to ensure the continuous development and protection of the hawker community.

“I also hope that all parties, especially relevant stakeholders, will give their full commitment and cooperation in successfully implementing the strategies and initiatives outlined in this plan,” he said.
