SHAH ALAM, Nov 18 – The First Selangor Plan (RS-1) project has achieved an overall completion rate of approximately 60 per cent, said Menteri Besar Dato’ Seri Amirudin Shari.
“To assess the overall implementation and the progress of the RS-1, the entire project as a whole, I can conclude that nearly 60 per cent, or 59 per cent, has achieved or reached the target we had planned,” he said in the Selangor State Legislative Assembly today.
183 programmes and initiatives (PPIs), or 65 per cent, are still in the implementation phase, while 38 PPIs are in the pre-implementation stage and expected to commence by 2025.

30 PPIs, or 11 per cent, have been fully completed, with 22 of them completed in 2024.
“Meanwhile, nine PPIs, or 3 per cent, have yet to begin and are expected to start in 2025. I would like to clarify that 38 PPI, or 13 per cent, are currently in the pre-implementation phase, which involves application processes with the local authorities, and other relevant authorities.
“I have categorised the progress by cores: the economic core stands at 44.47 per cent, the social core has reached 72 per cent, the sustainability core is at 55.76 per cent, and the fourth core is at 61.69 per cent.
“A committee known as Core RS-1, chaired by the State Secretary, has been established to monitor the progress of these projects. The committee will hold monthly meetings to ensure the projects achieve their targets,” Amirudin said.
When tabling the 2025 Selangor Budget on Friday (November 15), the Menteri Besar said the state government is already preparing the development of the Second Selangor Plan (RS-2) with RM3.5 million set aside for the second installation of the five-year blueprint.
He said RS-2 will take about 15 months to develop, starting in January next year, and is scheduled to be tabled in February 2026.
The preparation of the living document, a follow-up to the RS-1, will include research, engagement sessions, workshops, promotion, and documentation.
Amirudin said the RS-2 will continue to monitor the implementation of 282 key performance indicators and 20 driving factors, as well as the achievement of 16 macro indicators outlined in RS-1’s mid-term review.
