SHAH ALAM, Nov 15 — The state government will establish a Strata Ownership Special Trust Fund to address the longstanding issue of units without strata titles, with allocations to cover various costs involved in the registration process.
Menteri Besar Dato’ Seri Amirudin Shari said the decision was made recognising that the main challenge in resolving the strata title issue stems from the additional costs that owners are required to bear.
He said the special fund will help in the registration process for buildings occupied on or before April 11, 2007.
“Under this fund, specific allocations will be provided to cover the costs of deposits and professional fees, strata title fees, land or building issue-related costs, and other expenses,” he said when tabling the 2025 Selangor Budget at the State Legislative Assembly, here, today.
He said a special allocation incentive has also been proposed to speed up the resolution of developments without strata titles in Selangor, especially for schemes that do not qualify for funding from the special trust fund.
“Accordingly, an estimated allocation of RM100 million is needed over 10 years to resolve all identified strata schemes across Selangor.
“The state government has agreed to allocate RM10 million as initial funding for the Strata Ownership Special Trust Fund for next year.”
Amirudin said these decisions were made by the state’s Special Task Force for Resolving Buildings Without Strata Titles, comprising representatives from various agencies such as the Selangor Land and Mines Office, PlanMalaysia Selangor, the Selangor Housing and Property Board, and local councils.
Meanwhile, Amirudin said a total of 96 projects involving 116,667 housing units under the Rumah Selangorku Idaman and Rumah Idaman scheme have been approved by the state government as of August this year.
Of these, the state is expected to acquire 4,552 units for free from developers, surpassing its initial target of 3,000 units.
All houses acquired for free will be used by LPHS to implement programmes like the Smart Rental Scheme and Rent-to-Own initiative, targeting low-income groups.
Separately, he said the state government will allocate an additional RM4.5 million next year for the implementation of the Caring Government for Residence Improvement Aid (Ceria) scheme to refurbish low-cost apartments.
Since 2011, 389 Ceria programmes have been implemented across all 12 local councils, with a RM148.2 million allocation.
A total of RM3 billion is allocated for the 2025 Selangor Budget, an increase of RM470 million compared to this year’s budget.
