KPKT to continue engagement sessions to finalise tenancy draft bill

KUALA LUMPUR, July 29 — Engagement sessions to finalise the draft bill of the proposed Residential Tenancy Act (RTA), particularly on its implementation and administration, will continue in collaboration with state governments.

The Housing and Local Government Ministry (KPKT) stated that any feedback and opinions received will be weighed in improving the draft bill to ensure the interests of all parties are protected and given due attention.

“It is hoped the RTA can facilitate the residential rental industry to be more competitive, with better governance, without compromising the rights and interests of those involved,” said the ministry in a written reply to the Dewan Negara, published on the Parliament website today.

The reply was directed to Senator Datuk Seri S. Vell Paari, who asked about the ministry’s initiatives to tackle racial discrimination issues in the housing sale and rental market.

KPKT said the RTA Bill being drafted is neutral, and that any residential rental activities carried out are subject to the agreement of involved parties.

Additionally, the bill clarifies the rights and obligations of homeowners and tenants, as well as provides a mechanism for resolving disputes that may arise.

“The RTA is expected to stimulate the rental sector by balancing the rights and obligations of homeowners and tenants without involving rent control elements, while also offering an affordable and efficient dispute resolution process,” it stated.

In May 2023, then Local Government Development Minister Nga Kor Ming announced the proposed RTA Bill had been presented at a Cabinet meeting on June 23, 2021, and had been approved in principle for drafting.
