Audit report: Strata residential management system, eCOB not fully utilised

KUALA LUMPUR, July 4 — The eCOB system, a one-stop website for the collection of various information related to housing and stratified residential development schemes, is not being fully utilised by local authorities in the Federal Territories.

The 2024 Auditor-General's Report Series II revealed that although the Housing and Local Government Ministry (KPKT) developed the system for RM0.75 million, complete information on management bodies, such as the dates of annual general meetings, financial statement dates, and the latest committee lists for stratified residential schemes, could not be obtained from the system.

A review found that the Commissioner of Buildings in Putrajaya and Labuan had registered 14 and nine schemes, respectively, into the eCOB system, but the complete information for these schemes was not updated.

Meanwhile, the Commissioner of Buildings in Kuala Lumpur did not use the eCOB system and recorded scheme information manually.

“KPKT cannot effectively coordinate the management of stratified residential buildings by the Commissioners of Buildings through the eCOB system because the system is not fully updated or utilised.

"Similarly, at the Commissioner of Buildings level, oversight of management body establishment could not be effectively carried out due to incomplete manual records," according to the report, which was tabled in the Dewan Rakyat today.

The audit also found that no agency oversees the overall supervision of the vacant possession simultaneously with strata titles (VPST), leading to unmet objectives and consequently affecting property transfer processes and increasing government cost risks.

Additionally, the lack of coordination among ministries, agencies involved in strata title issuance, and developers has rendered the effectiveness of VPST policies unassessable.

Therefore, KPKT and the Natural Resources and Environmental Sustainability Ministry must restructure the VPST policies to ensure coordinated implementation under one ministry.

The report also recommends establishing partnerships and integrating information systems among all parties, including KPKT, the Department of Land and Mines, the Department of Survey and Mapping Malaysia, local authorities, developers, and management bodies, to ensure comprehensive, systematic, and integrated data collection.
