Luas: Pollution to river in Kg Riching prevented, no water treatment plant affected

SHAH ALAM, Nov 1 —  White, foamy and odorous water observed by the Selangor Water Management Authority (Luas) near the Rinching Tengah bridge at Sungai Rinching in Kampung Riching, Klang, was caused by a food processing facility discharging foamy liquid waste into a nearby drain from the final discharge point, said Jamaliah Jamaluddin.

In a statement today, the state executive councillor for public health and environment said after receiving information on discoloured, foamy, and odorous water sighted in Sungai Kecil at 11am yesterday, Luas found that the foam was a result of water turbulence at a drainage area nearby.

She said the state agency, along with the Environment Department (JAS) and the Kajang Municipal Council (MPKJ), then proceeded to conduct immediate investigations at the industrial area in Bandar Tasik Kesuma and discovered some white foam and a mushroom-like odour outside the premise of a food processing facility.

“Luas immediately instructed the premise to cease water usage and discharging effluents. Further inspections by Luas in the affected area found that the river water had returned to normal with no signs of discolouration or foam after the activities ceased.

“Luas conducted sampling at the final discharge points both inside and outside the facility, and all samples were sent to the Chemistry Department for further analysis.”

Jamaliah said the swift and coordinated actions of the state enforcement agencies were able to successfully ensure that the operation of the closest water treatment plant, which is the Semenyih WTP, approximately 15 kilometres away from the source of pollution, was not affected.

Meanwhile, she said Luas had initiated an investigation under Section 79 (1) of the Luas Enactment 1999, which states a minimum fine of RM200,000 and a maximum of RM1 million, as well as a mandatory minimum sentence of three years in prison if convicted. 

She said JAS has also issued a stop-work order to the facility.

“The Selangor government will not compromise with anyone who commits water pollution crimes, and strict actions will be taken in compliance with the Luas Enactment 1999,” the statement read.

Jamaliah also urged everyone to exercise caution and report any suspicious activities to Luas for immediate action.
