SHAH ALAM, Feb 14 — The state government has decided that the operation of confinement centres in Selangor must be licenced under the healthcare centre category and controlled by local authorities.
State executive councillor for local government and public transport Ng Sze Han said local authorities are responsible for ensuring the activities carried out in the centre are organised and being monitored from various aspects, including volumes, statistics, and compliance with internal technical requirements or relevant agencies, before any licence is issued.
“Through the licensing, the state government could ensure any activities conducted within the confinement centre business is safe and conducive.
“The rules and regulations include the restriction on confinement centres from operating in a high-risk area with nuisances including noise, air and water pollution.
“Fundamentally, this licensing process aims to ensure that such business activities can be controlled and are in compliance with the guidelines which have been set for the benefit of all parties.
“By taking this measure, the postpartum care for mothers and newborn babies can be carried out in a safe and conducive manner in Selangor,” he said in a statement today.
Ng added the State Executive Council Meeting has approved an Establishment of Confinement Centre guideline whereby it would be the reference and guide for all local councils to process the business licence applications for confinement centres.
“The same guideline will also be used by local councils in matters relating to enforcement and control action,” he said.
In Selangor, the demand for postpartum care has increased in recent years, with activity not only concentrated in business areas, but also expanded into residential areas with a high population density.
